Cherry picking excerpts when publishing stories

A story was published today by @court jester:

This Woman Completely Humiliated Eric Swalwell With One Question

The excerpts posted beneath the headline on the Breaking News page bypassed several paragraphs which at a minimum left out the context of the story.

if cherry picking which content to include when quoting excerpts from a piece is permitted, as was explained in response to my questioning it, what are precisely the rules?  Can just a paragraph or two be randomly selected from the story out of context to make a point? Won’t that alter the meaning of the story?
Will such “editing” lead to copyright issues?

Can the policy please be explicitly described concerning this?
